What you will do

In this vital role, Reporting to the HEOR Therapeutic Area (TA) Head, the HEOR Director will serve as the Subject Matter Expert (SME) for the Global Value Dossier (GVD) and partner with Technology and AI teams to design and implement AI-enabled solutions that dramatically accelerate GVD development and delivery to affiliates.

You will directly define the future of faster, more efficient HTA submissions, setting the standard for the next decade of Amgen product launches. To accomplish this, the successful candiate will draw on prior deep experience in planning and executing the HEOR Book of Work to deliver GVDs to affiliates.

The HEOR Book of Work comprises generating global-impact payer-relevant evidence, developing patient-reported outcomes (PRO) and clinical outcome assessment (COA) strategies, conducting evidence synthesis, and building economic models.

Similarly to traditional HEOR roles, in this role as HEOR Director you will be strategically aligned with the Access Strategy Lead (ASL) and must engage effectively with internal stakeholders including top-10 countries and cross-functional teams: Evidence Generation Team (EGT), Global Medical Affairs Team (GMAT), Center for Observational Research, Access & Use Evidence Generation Team (AUEGT), Global Biostatistical Sciences, US Value Marketing, and Medical.

Key Responsibilities:

  • GVD SME Leadership: Be the GVD process and content SME to Technology and AI teams to ensure the implementation of AI-enabled solutions to drastically reduce development timelines.
  • Technology Partnership: Collaborate closely with Technology and AI teams so that they can scope, design, and deploy scalable AI-enabled solutions for GVD acceleration
  • Operational Excellence: Establish streamlined, repeatable processes to improve dossier quality and usability for affiliates worldwide.
  • Stakeholder Engagement: Partner with Access Strategy Leads, top-10 country teams, and cross-functional groups to ensure automation solutions meet local HTA needs and global strategies.
  • Content and Compliance: Ensure all automated processes comply with HTA dossier governance standards while maintaining scientific integrity.
  • Training and Change Management: Support affiliates and internal teams in adopting new tools, processes, and best practices for automated GVD development.

  • Degree educated in relevant discipline
  • Extensive HEOR experience gained in global setting
  • Experience in leading and drafting GVD, AMCP, and early HTA briefing books
  • Experience with direct country HTA interactions
  • Strong strategic and technical understanding of HTA requirements
  • Health economics training (on the job or academic)
  • Expertise in developing payer-relevant evidence, including real-world evidence
  • Expertise in crafting PRO/COA strategy
  • Expertise in evidence synthesis (detailed literature reviews, indirect treatment comparisons, and meta-analyses)
  • Experience in developing economic models
