Health Impact Framework Implementation Senior Manager

What you will do

Let’s do this. Let’s change the world. In this vital role you will play a critical role in operationalizing Amgen’s Health Impact Framework, ensuring that inclusive design, patient insights, and measurable health-impact principles are integrated into decisions across the enterprise.

Reporting to the Executive Director, Health Impact, you will be the primary driver of framework implementation, working closely with teams across R&D, Development, Clinical, Regulatory, Commercial, and Access. This role is ideal for a strategic operator who excels at translating vision into action, bringing structure to ambiguity, and coordinating complex, cross-functional workstreams.

Key Responsibilities

  • Implement and Operationalize the Health Impact Framework
    • Lead day-to-day execution and continuous refinement of Amgen’s Health Impact Framework across the asset lifecycle.
    • Develop operational guidance, playbooks, and tools that enable functions to apply the Framework consistently and effectively.
    • Coordinate with analytics, digital, and data-science teams to build measurement dashboards and define KPIs that track progress and outcomes.
    • Support integration of framework principles into asset plans, clinical development strategies, access roadmaps, and lifecycle management.
  • Cross-Functional Alignment & Delivery
    • Partner with Clinical Development, RISE, ATH, Regulatory, Medical, Commercial, and Policy teams to embed inclusive-design and patient-impact considerations in strategic and operational plans.
    • Manage processes that surface insights, gaps, and opportunities to improve equitable outcomes across priority populations.
    • Facilitate cross-functional governance meetings; prepare materials, synthesize recommendations, and track action plans.
  • Program & Change Management
    • Develop and execute a change-management plan to drive adoption of health-impact thinking across the enterprise.
    • Create scalable processes, templates, and standard operating approaches to ensure sustainability.
    • Identify barriers to implementation and develop mitigation strategies to maintain momentum.
  • Stakeholder & External Engagement Support
    • Support the Executive Director in preparing for leadership briefings, external engagements, and communications related to health impact.
    • Coordinate with academic, community, and policy partners to incorporate emerging insights and best practices into Amgen’s approach.
  • Team Leadership & Culture
    • Provide project leadership to cross-functional contributors and mentoring to junior IGHI team members.
    • Foster a culture of collaboration, innovation, and patient-centered problem-solving.

What we expect of you

Basic Qualifications:

  • Doctorate degree and 2 years of relevant experience OR
  • Master’s degree and 6 years of relative experience OR
  • Bachelor’s degree and 8 years of relative experience OR
  • Associate’s degree and 10 years of relative experience
  • OR High school diploma / GED and 12 years of relative experience

In addition to meeting at least one of the above requirements, you must have a minimum of 2 years experience directly managing people and/or leadership experience leading teams, projects, programs, or directing the allocation or resources.  Your managerial experience may run concurrently with the required technical experience referenced above

Preferred Qualifications:

  • Experience implementing enterprise frameworks, strategic initiatives, or cross-functional programs in healthcare, life sciences, clinical research, patient access, public health, or related domains.
  • Strong understanding of health equity, disparities, social determinants, or patient-access dynamics.
  • Familiarity with clinical trials, regulatory considerations, and inclusive research practices.
  • Demonstrated ability to manage complex stakeholder environments and influence without authority.
  • Experience with data analytics, digital tools, or AI-driven insights to guide decision-making.
  • Proven program-management skills with a track record of delivering operational outcomes in matrixed organizations.
  • Excellent communication and synthesis skills—able to translate complex concepts into actionable guidance.
  • High learning agility, resilience, and comfort operating in fast-evolving strategic spaces.

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
