Director of Compliance and Controls
What you will do

The Director of Project Compliance and Controls is a key leadership role within the Global Engineering organization with dotted line to the Capital Finance Organization. This position is responsible for advancing compliance, governance, controls and audit readiness, across Amgen’s global capital portfolio. The role partners closely with Engineering, Finance, Global Sourcing, Legal, Quality, and external partners to ensure consistent project execution, effective risk management, and continuous improvement.
Engineering Compliance and Controls:
Lead engineering compliance, controls, and audit readiness initiatives across the global capital portfolio
Establish and monitor portfolio health metrics, governance controls, and compliance standards across global functions and external partners
Conduct enterprise-level risk assessments and identify potential compliance or execution risks
Partner with cross-functional teams to provide guidance on compliance requirements, governance expectations, and control processes
Develop and maintain strong relationships with key stakeholders, including internal and external auditors
Monitor and drive closure of corrective and preventive actions resulting from audits, assessments, and compliance reviews
Serve as a subject matter expert for engineering compliance, controls, and audit-related matters
Lead day-to-day execution and coordination of engineering-related audits and inspection readiness activities
Support enterprise and regional risk assessment initiatives and broader internal audit programs
Drive continuous improvement of Engineering Project Delivery (EPD) processes, standards, and governance frameworks to strengthen audit readiness and operational consistency
Develop and implement performance metrics, dashboards, and reporting mechanisms to improve compliance and controls across capital portfolio
Align and standardize global engineering processes to improve consistency, scalability, and compliant execution excellence
Partner with the Global Sourcing and Strategy organization to identify procurement optimization and value-generation opportunities
Develop and deliver training programs on EPD processes, controls, and governance across cross-functional teams
Leadership:
Proactively position the organization to advance Engineering’s vision and transformation goals
Demonstrate strong executive presence and communication skills across all organizational levels
Foster a culture of innovation, accountability, collaboration, and continuous improvement
Lead portfolio performance reviews, compliance reporting, and strategic financial and operational metrics
Build, develop, and lead high-performing, collaborative, and proactive teams
Leverage digital capabilities, analytics, and automation to enhance efficiency and consistency across project delivery
Maintain strong engagement across Amgen manufacturing and engineering sites globally (approximately 30% travel)
This position will be located within driving distance from Amgen Thousand Oaks site

Basic Qualifications:
Doctorate degree and 4 years of Engineering and capital projects delivery experience OR
Master’s degree and 7 years of Engineering and capital projects delivery experience OR
Bachelor’s degree and 9 years of Engineering and capital projects delivery experience
Preferred Qualifications:
10 + years of experience in Engineering, Project Development/Execution, Finance with focus on capital projects
Advanced degree in Engineering, Business, Finance, or related field
Strong understanding of financial planning and capital governance processes
Extensive experience in financial audits, internal audit and internal controls
Excellent communication skills with the ability to operate effectively in a matrixed organization
Strong executive presence and ability to influence senior stakeholders
Strategic thinker with strong organizational and problem-solving skills

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
