What You Will Do

The Value, Access & Policy (VA&P) Lead is a key member of the China Leadership Team (CLC) and reports directly to the China General Manager.

This role leads the VA&P function in China, overseeing key areas including Government Affairs, Policy Advocacy, Central and Regional Market Access, Health Economics, and Pricing.  The role plays a critical leadership role in shaping and executing China’s market access, government affairs, policy advocacy, pricing, and stakeholders engagement strategies.

The successful candidate will serve as a strategic enterprise leader, partnering closely with commercial, medical, regional, global, and cross-functional teams to advance Amgen’s mission and ensure sustainable patient access to Amgen’s innovative medicines in China.

In this role, you will:

  • Lead the development and execution of China’s integrated Value, Access & Policy strategy. 
  • Translate global product access strategies into locally relevant and actionable country-level plans. 
  • Shape and execute government affairs, policy advocacy, market access, pricing, and stakeholder engagement strategies.
  • Partner with global, regional, and affiliate VA&P colleagues to ensure alignment across markets and functions.
  • Represent Amgen externally with key stakeholders, including government agencies, payers, industry associations, healthcare institutions, and other relevant partners.
  • Lead, develop, and empower a high-performing VA&P team with strong business impact and enterprise leadership.

Key Deliverables:

Access:

  • Secure and maintain access and reimbursement for inline products to support Amgen’s near-term business success.
  • Develop effective access strategies for pipeline products to enable future growth.
  • Coordinate short- and long-term access planning assumptions to support successful product entry and lifecycle strategies.
  • Partner with cross-functional teams to ensure access strategies are aligned with business priorities and patient needs.

Evidence Generation:

  • Develop and execute clinical and health economic evidence-generation strategies to demonstrate the value Amgen brings to patients, healthcare providers, payers, and health systems.
  • Ensure evidence plans are aligned with market access, reimbursement, pricing, and policy objectives.
  • Leverage clinical, real-world, and health economic evidence to support value communication and stakeholder engagement.

Policy, Government Affairs & Advocacy: 

  • Develop and execute healthcare policy, government relations, and advocacy strategies to help shape a favorable external environment.
  • Build effective relationships with government, industry associations, policy stakeholders, and other external partners.
  • Represent Amgen’s perspectives through appropriate policy engagement and industry collaboration.
  • Anticipate policy trends and assess their potential impact on Amgen’s business, portfolio, and patients.

Pricing & Contracting:

  • Develop and execute pricing and contracting strategies in line with governance requirements and business objectives.
  • Support sustainable pricing approaches that deliver value to customers while securing an appropriate return on Amgen’s investment.
  • Explore innovative pricing and access models where appropriate, including value-based or risk-sharing approaches.
  • Ensure pricing and contracting decisions are informed by market dynamics, payer expectations, competitive landscape, and internal governance.

Reputation & Thought Leadership:

  • Build and strengthen Amgen’s reputation as a credible, science-based thought leader in China.
  • Position Amgen as a trusted contributor to patients, healthcare providers, health systems, policymakers, and society.
  • Advance Amgen’s external presence through thoughtful engagement, evidence-based dialogue, and responsible advocacy.

Cross-Functional Collaboration:

  • Partner effectively with commercial, medical, regulatory, legal, compliance, finance, and other functional colleagues to support Amgen’s business and mission.
  • Collaborate with global and regional teams to ensure China’s priorities, insights, and market dynamics are appropriately reflected in broader strategies.
  • Drive enterprise alignment across internal stakeholders to support access, policy, and business objectives.

Team Leadership: 

  • Develop, empower, and lead a talented, results-oriented VA&P team.
  • Build organizational capabilities across market access, policy, government affairs, pricing, and health economics.
  • Foster a culture of collaboration, accountability, innovation, and continuous development.
  • Partner with the VA&P team to develop and implement training materials and capability-building initiatives that strengthen functional excellence within Amgen.

Basic Qualifications

  • Doctorate degree with at least 8 years of directly related experience; or
  • Master’s degree with at least 10 years of directly related experience.

Preferred Qualifications

  • Advanced degree in Health Care Management, Health Policy, Health Economics, Public Affairs, Health Care Financing, or a related discipline.
  • Direct payer experience and/or strong experience in product commercialization.
  • Proven national-level experience and a track record of meaningful achievements in market access, policy, pricing, or government affairs.
  • Strong experience in strategic planning, healthcare policy, and access strategy.
  • Deep understanding of strategic pricing and contracting, including innovative models such as risk-sharing or value-based agreements.
  • Ability to review and interpret clinical and health economic literature, including disease-state information, clinical trial design and outcomes, and pharmacoeconomic studies, with a clear understanding of payer implications.
  • Strong business acumen and experience navigating policy, access, and commercial dynamics in the pharmaceutical or biotechnology sector.
  • Demonstrated ability to engage effectively with government, payer, industry, and healthcare stakeholders.
  • Mature, credible, and influential leadership style, with the ability to operate effectively in a complex and evolving external environment.
  • Strong understanding of government policy, healthcare system dynamics, commercial considerations, and business issues in China.
