Responsibilities

  • As a member of the Amgen Singapore Manufacturing (ASM) Human Resources (HR) team, this role - the Human Resources Manager offers an exciting opportunity for you to contribute your passion and experience in Talent Management in a manufacturing site (based in Tuas).
  • This role will primarily focus on developing and executing the site Talent Strategy, driving and enhancing core Talent Programs such as Talent Acquisition, Learning and Development, Talent Management Processes, Career Rotations, in-house and external Talent Development Programs that Leaders can use to drive business objectives and needs. A critical part of this role will involve partnering with both internal and regional HR services and COEs, external service providers to provide HR solutions that would drive relevant HR strategies and initiatives.
  • Define and execute local recruitment strategy to attract diverse Talents for staffing needs.
  • Responsible for implementing and program managing the local FUEL Emerging Talent Rotational Program (ETRP) in alignment with the global FUEL framework and principles, execution of other FUEL programs or internal talent rotational programs, working closely with local Universities and Educational Institutes, management of the Government Initiated Programs to attract and retain diverse external program participants. Continuously improve the design and management of FUEL ETRP in collaboration with the Fuel ETRP Global Team Lead. Partner with Site Human Resources lead, Business Partners (HRBPs) on participant progress, program feedback and updates. This includes all operational aspects of successful program execution.
  • Serve as a primary local point of contact and escalation to/from the Fuel team to ensure a strong partnership and information sharing between the Fuel team and the site HR team. This includes understanding the program basics of the various FUEL programs; maintaining awareness of program processes, timelines, and key events; advising the local HR team of upcoming Fuel requests and deadlines; answering high-level questions and connecting to respective Fuel program leader as needed for additional information; maintaining awareness of local program participants and alumni; and providing support to Fuel program leads for local needs.
  • Working closely with local Universities and Educational Institutions to manage our Internship programs.
  • Responsible for developing the site L&D Strategy and ensuring execution of the internal and external training plans/programs.  Participates in evaluation and monitoring of training programs to ensure success.
  • Diagnose and develop learning interventions strategy to meet the development needs for managers and employees and support our “Best Place for Talent” initiative.
  • Management of Government Initiated Programs to ensure tracking of participants progress and timely funding submission for reimbursement.
  • Partner with functions stakeholders to identify learning needs, talent gaps, develop and implement solutions to build critical skills and capabilities required for the business.
  • Ability to use and analyse data to tell to tell a compelling story, connect dots, and integrate into a practical talent strategy that suits the business needs.  Translate business requirements and challenges into relevant HR actions and initiatives.
  • Skilled at anticipating problems, creating contingency plans, managing multiple priorities, solving challenges and organizing logistics.
  • Drive the performance and talent management programs, identify talent gaps and develop internal candidate pipelines
  • Analyze HR key metrics on Talent related matters, develop continuous improvement to employee feedback mechanisms and use data to develop HR interventions and process improvements.
  • Provide support in annual manpower budgeting plan.
  • Model and instill Amgen culture and organizational values for the site.

Basic Qualifications

  • Doctorate degree OR
  • Master’s degree and 2 years in Human Resources Management OR
  • Bachelor’s degree and 4 years in Human Resources Management OR
  • Diploma and 8 years in Human Resources Management

Preferred Qualifications

  • University Degree, preferably in Human Resources Management
  • Minimum 8 years’ working experience, preferably in the full spectrum of HR
  • Strong experience in leading the Talent Management (Talent Acquisition and L&D) portfolio,
  • Pharmaceutical industry experience is preferred but not a requirement
  • Experienced partnering with managers to deliver HR solutions is required
  • Knowledge on local employment laws
  • Driven, strategic and solutions-focused
  • Demonstrated experience driving organizational change initiatives
  • Strong influencing and stakeholder management skills, ability to understand the business needs and translate them into tangible actions
  • Displays excellent interpersonal, written and verbal communications skills
  • Demonstrates exceptional problem solving and issue management skills
  • Able to handle ambiguous situations well and be highly adaptable to work at all levels.
  • Strong project management, analytical and organizational skills; ability to navigate a fast-paced environment and balance multiple priorities and competing demands.
  • Ability to develop practical but innovative solutions to business problems without precedent
  • Self-directed, detail-oriented, and resourceful; able to manage shifting priorities.
  • Willingness to “speak up” and respectfully challenge previous processes to drive continuous change
  • A strong interest in having a broad impact for the better and having fun while doing it
  • Strong working knowledge on Workday, Advanced Excel, PowerPoint and Word
