Director, Project Controls

Let’s do this. Let’s change the world. In this role the Director of Project Controls will be accountable for leading, managing, forecasting, and tracking costs, schedules, estimates, compliance, and risks on a portfolio of capital projects at Amgen’s manufacturing site located in North Carolina.
This position partners with all internal multi-functional groups that supports capital projects, including Engineering Technical Authority, Project Management, Facilities Management, Global Site Engineering, Capital Finance, and various Amgen internal business partners.
The candidate should have the experience and ability to lead, develop, train, and manage a project controls team of cost managers, estimators, and schedulers through partnership with our outside service providers.
Role Location:
The Project Controls Senior Manager required to work local at Amgen’s manufacturing site in Holly Springs, North Carolina.
Key Responsibility:
The Project Controls Director will be responsible to lead project controls for region portfolio of capital projects.
- Lead multiple direct reports and multi-functional teams of project controls staff.
- Overall responsibility for managing project controls for the North Carolina executing key capital projects within project schedule and budget a greater than $1B at a portfolio level.
- Exhibits proactive safety leadership and behavior.
- Delivers presentations of project controls performance for the Region
- Oversees the Region’s project controls effectiveness and compliance applying strong analytical views to lead the project teams to ensure proper evaluation and analysis.
- Provides leadership support for risk analysis reviews for cost estimates, cost forecasts, and schedules using applicable software packages.
- Managing project controls from funding through close out, including compliance to processes and policies.
- Assisting Project Controls Director in developing project strategies and associated financing
- Working closely with the Front-End Planning team to develop conceptual estimates and schedules.
- Developing strategies and negotiating pricing for subcontractor scopes of work, reviewing, and analyzing engineer/contractor bids with GSS
- Monitoring and evaluating engineering and contractors’ physical progress.
- Addressing progress and delay claims from contractors
- Analysis and accurate review of engineering / construction cost forecasts against scope
- Reviewing and approving engineer and contractor buy outs, change orders and invoices.
- Preparing monthly cost reports and project status reports for senior management both on site and corporately.
- Lead the development, monitoring and reporting of project schedules and cash flow to enable accurate capital LE predication for their portfolio.
- Leading risk analysis reviews for cost estimates, forecasts and schedules using applicable software packages.
- Working with Amgen Buying Centre and Accounts Payable to resolve invoice payment issues and queries.
- Leading all aspects of the closeout of contracts, purchase orders and subsequent projects within their portfolio.
- Monitoring and managing Capitalized Overhead across all projects and sites including planning, hiring, and charging processes.
- Exhibiting proactive safety leadership and behavior
- Communicating on and escalating on project matters and/or project controls performance for their portfolio to Site Sponsors and Engineering leadership
- Overseeing their portfolio’s project controls effectiveness and compliance using strong analytical views to lead the project teams to ensure proper evaluation and analysis.
- Supporting Engineering Digital Transformation activities/workstreams by providing project controls subject matter expertise

Basic Qualifications:
Doctorate degree and 4 years of Engineering and capital projects delivery experience
Or
Master’s degree and 7 years of Engineering and capital projects delivery experience
Or
Bachelor’s degree and 9 years of Engineering and capital projects delivery experience
Preferred Qualifications:
- 8 or more years within engineering or construction experience in the life sciences pharmaceutical/biotechnology industry executing project controls on projects (Funding, Estimating, Cost Management, Scheduling, Compliance, Contract Strategy)
- Strong analytic and problem-solving ability
- Excellent organizational and task management skills
- Effective communication skills and ability to translate / communicate details summarized to a variety of audiences.
- Ability to operate in a matrixed or team environment with site, functional, and executive leadership.
- Ability to lead teams and build strong relationships across the network.
- Expertise and knowledge leading project controls internally and across external vendors
- Understanding of the business aspects of projects to provide solutions to problems that require ingenuity and creativity.
- Experience in progress measurement methods such as Earned Value Management
- Experience in cost and scheduling software packages and data mining programs such as Power Bi
- Understanding workflows and dimensions of BIM and opportunities for integration with cost and schedule when managing capital projects
- Experience of procurement methods and contracts

The expected a
nnual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
